LAD/Blog #21: Emancipation Proclamation

On September 22nd, 1862, a new proclamation was issued. One impact was that on January 1st, 1863, all slaves held in states that were rebelling against the United States would be recognized as free. It was also stated that if there were representatives in Congress voted on by a majority of the qualified voters of a state, the state would not be considered in rebellion. Lincoln then listed the states that were in rebellion. There were several areas in states that were considered to be rebelling that were left alone, the most notable of these being West Virginia.
